Is it Illegal to canoe/kayak across the English Channel without support?
The French authorities appear to have legislation which prohibits a non-seaworthy vessel from coming within a certain distance of the shore. And the cross channel association seem to say that a support vessel is a requirement, but then they would because they have a vested interest in supplying their own boat which they charge for.
N.b EU citizens have free movement between EU countries, so no issue there.

because of the busy shipping channel that is part of the english channel, it appears that the only legal way to cross the channel is with a support boat. reference to this is made at this site about 5 kayaks that crossed the channel
